Organizational Assessment and Redesign

CSF's Life of the Case ™ Review and Analysis Methodology™ has proven effective in conducting assessments of human services programs and promoting organizational redesign. Examples of our work in this area are described below.

Iowa Department of Human Services

CSF’s initial role in Iowa focused on supporting the State’s full redesign of child welfare services through the Alignment of Documentation with the Practice of Child Welfare Services. Based upon the success of this initial effort which was completed in February 2004, CSF was awarded additional work to redesign and automate the State’s policies, procedures and practice guidance manuals and to develop a new Quality Assurance and Improvement Infrastructure. CSF’s scope of work in supporting the State’s redesign efforts include:

Application of CSF ’s Life of the Case™ Methodology to develop
  detailed “As Is” workflows for IA’s child welfare services (CWS). Based upon this work the Center conducted a thorough review and analysis of each phase of a child welfare case and developed action recommendations for:
Improving the State’s CWS Workflow and Creating “To Be” Workflows
Streamlining Documentation Requirements
Developing Decision Support and Validation Tools
Aligning the State’s SACWIS System with CWS Practice
Developing More User Friendly Policies, Procedures and Practice Guidance Resources
Identifying Quality Assurance “Moments” and Opportunities to Move
  from Data to Information to Knowledge to Action
 
Developing and delivering statewide training to support the implementation
  of the recommendations regarding documentation streamlining, decision support and validation tools, and new SACWIS tools to support practice.
   
Establishing Quality Assurance and Improvement (QA&I) Teams in all eight Service Areas
  of the State, training these teams, using the Logic Model, for the planning, implementation and sustainability of QA&I efforts at the case, unit, county, Service Area and State levels.
   
CSF supported the State in the redesign and automation, through the State’s SACWIS system,
  of its CWS policies, procedures and practice guidance resources to ensure that case workers have easy accessible and usable tools to support Policy, Procedures and Evidence-Based Best Practices in child welfare services.

Indiana Department of Child Services

Application of SACWIS

Louisiana Child Support Enforcement Services

In Louisiana, CSF is providing a comprehensive evaluation of the State’s Child Support Enforcement Services program. The study approach incorporates CSF’s 7-step Program Evaluation and Improvement Methodology and Life of the Case™ review and analysis model to review the State’s Operations, Policies, Practices Training and Automation (LACSES) Support and Formulate Recommendations.

CSF project staff visited a total of 19 state, region and district attorney offices, interviewing staff to identify issues and validate case processing and service delivery practices. The assessment phase of the project has been completed and the findings will serve to inform program design and modeling workshops, the outcomes of which will provide the basis for recommendations for program improvements and implementation strategies.
