I have great faith in ordinary parents,.”  Who has a child’s welfare more at heart than his ordinary parents?...[When parents are given the skills…not only are they able to use these skills, but they infuse them with a warmth and a style…uniquely their own.” - Haim Ginott, child psycholotgist

CSF’s team has an extensive depth of experience in the full range of health and human services management information systems, from Child Care to Income Maintenance to Child Support Enforcement to Child Welfare. CSF has worked on human services systems automation in 17 States; two of the nation’s largest municipalities and with the Federal government. We play critical roles in supporting the planning, design, development, quality assurance/IV&V, training, change management and post-implementation assessment and improvement of automation solutions.

Our work has included IT support for eight Child Support Systems and work on ten Statewide Automated Child Welfare Information Systems (SACWIS) in planning, training development and implementation and post implementation assessments. We have also supported states in meeting the Advanced Planning Document (APD) requirements of the Federal government to ensure Federal Financial Participation.

In our systems work, we focus our efforts on ensuring that:

The automation solution is aligned with and integrated with how the work is done in the field.

End user staff have the “hands-on” training essential to use the automation system to support and validate decsions.

Critical Federal, state and local requirements are met and supported.

Through the application of CSF ’s Life of the Case™ review and analysis methodology, human service organizations are able to identify the most effective approaches for automation support. In addition, our Life of the Case™ methodology supports states in meeting APD requirements and in conducting a reassessment of their system to identify gaps and critical areas for enhancements to their IT system.

CSF has developed a proven approach to the development of automation training in human services. Our approach recognizes the different learning styles of participants and the critical need for the system to be an easily integrated tool in the day-to-day work of staff. Working with our clients we develop practical “real-life” training examples that become the foundation for the training effort. We know that training on human services systems must go beyond “navigating the desktop” to training that enables staff to use the system to gather, organize, analyze and prioritize information to support decisions and activities.

In addition to our support of large scale systems development, CSF has also worked in developing specialized automation support for the identification and tracking of outcomes through our Outcome Framework consulting services and to support the development and implementation of a Quality Assurance and Improvement System..
