ENGAGE participants in cooperative effort. Engaging the participation and cooperation of agency staff and related organizations as needed for each phase is accomplished through developing a project network made up of representatives from all program and functional areas of the sponsoring agency and related organizations. |

survey current policy and operations. Via review of current policy, procedures, and practice, we collect information regarding program operations, needs, and strengths. The survey may include interviews, focus groups, roundtables, legal research, and identifying best practices and emerging trends. |

Analyze data collected. After collecting the necessary information, we analyze the data and determine key design issues for the project. CSF’s Life of the Case™ review and analysis model employs process workflows and other analytical tools to identify program gaps and opportunities for improvements. |

Envision solution design. Perhaps the most unique step of CSF’s program improvement methodology is the convening of a solution design workshop to allow program staff to step back and envision specific changes that will make the biggest difference in getting services delivered in a full, fair, and timely manner. |

Synthesize analysis and design. To synthesize all of the information that has been gathered and create recommendations and models for program improvements, CSF convenes a solution modeling workshop. A comprehensive implementation strategy is formulated in this process. |

Activate solution recommendations. Successful activation of recommended improvements is accomplished by assessing implementation considerations and developing implementation strategies. This step may include development of a performance dashboard, policy manuals, Life of the Case™ desk aids, and a training program. |

Empower client to integrate methodology with ongoing policy development and operations. CSF provides training and technical assistance to the agency on the powerful tools of its 7‑Step Methodology, including Life of the Case™ workflows and desk aids, performance measurement and monitoring, and quality assurance processes. |
